At the same time I fully agree that it's not officially supported by OpenStack, since it was more or less "practice" by teams to find out all quirks and potential issues in the process before doing real SLURP release.

I've not tried this skip level upgrade by myself, but we have seen less updates in core schema in recent releases so it's very likely that the direct uprade works, as is shared by Karl.
