I'd strongly suggest sticking to 16.04 and upgrading it all at once, for the other issues that you mentioned as well.

I'll do that for now, but I really wonder how to upgrade all at once when we have lots of servers.

I wonder which server OS is the base for the OS venvs to build in the repo container. I'll check, but if someone already knows...

Ubuntu 18.04 needs Rocky, so I will first migrate from Queens to Rocky. But then, do I need to stick to 16.04 and plan an overall upgrade after ?

Of course, I understand that mixing Ubuntu release, will also mix kernel and qemu versions and can pose problems, for migrations for example.
