[nova] hold recheck for nova-next job failing and workaround is about to merge

seems like we have cross-dependency to unblock the gate. 643129 cannot merge which need 642940 and vice versa. -gmann

seems like we have cross-dependency to unblock the gate. 643129 cannot merge which need 642940 and vice versa.
