[watcher] re-starting a weekly irc meeting
Hello OpenStack o/, As discussed at PTG [1] and since there are now a few of us looking to contribute to watcher, it seems like a good time to re-start a regular irc meeting in #openstack-watcher for plans, reviews or any other relevant topics. It seems that Tuesday or Thursday work well for most of the current/new contributors. I started a doodle poll with these two options there https://doodle.com/meeting/participate/id/aMoRKp5d to see if there is any clear preference between the two. I provisionally propose 1200 UTC to (try) and accommodate different time zones (obviously there is no perfect solution for this). Seems the votes are equal for both days so let's (arbitrarily) go with Thursday.
