The error is "libvirtError:Cannot set scheduler parameters for pid 3666:operation not permitted". i would guess that ytou are hiting an selinux or apparmor issue. in either case this is not a nova/openstack bug but rather a libvirt/host os configuration issue.

i would check the output of dmesg and see if there are any messages that relate to this.
