Note that when we merge the patches on the allow-users-change-expired-password blueprint we also need to land https://review.opendev.org/#/c/682604/.

The blueprint consists of three patches, of which one, implementing the actual password change form, is already merged, and the other two, implementing the redirect to that form when the password is expired, and adding documentation and release notes, have been already tested, reviewed and accepted (but can't be merged due to the freeze).
