You can use the OS::Heat::Stack resource to create stacks in remote regions: https://docs.openstack.org/heat/latest/template_guide/openstack.html#OS::Hea... In Stein you can also use it to create stacks in remote clouds (note: requires Barbican in the local cloud, and of course Heat in the remote cloud).
