Not sure if this is still relevant but for Grace Hopper Conference 5 years ago the OpenStack session of Open Source Day involved creating a new Horizon there. There might be enough information to point you in the right direction.

It looks like something in the class for "login" or maybe it's the "container", I am not a CSS guy, more suited to crayons.
