Hi everybody, I would like to propose adding vishalmanchanda to the horizon-core team. Vishal did a great contribution during the last six months both with commits [1] and reviews [2],[3]. He fixed a lot of bugs not only in a master branch but in stable branches too. Regular quality reviews during the last cycles show that he's on the same page with the rest of the team and understands the code base well too.
