I noticed I didn't update this thread. I managed to get a response from the current maintainer of networking-mlnx and it was confirmed there is an intention to keep maintaining the repo. If the repo is no longer maintained, I'll propose deprecating support for the plugin from puppet-neutron. Please let me know if you have any concern with that deprecation.
