If we move the base tox jobs to Focal then these lib victoria gates (especially lower-constraint job) will be failing. We can either do these as FFE or backport (as this is lib own CI fixes only) later once the victoria branch is open.
Opinion?
As I noted in the meeting, if we have to do this to keep the gates working then I'd rather do it as an FFE than have to backport all of the relevant patches. IMHO we should only decline this FFE if we are going to also change our statement of support for Python/Ubuntu in Victoria.
