[Kuryr] Stepping down as PTL

Hi, Given that it's considered healthy to have rotation in the PTL role, after serving 2.5 cycle as Kuryr PTL, I won't be a candidating in Wallaby cycle. I'm not going anywhere and I will continue to work on Kuryr projects. Thanks, Michał
