[cinder] prevent change volume type from different AZ

Hello guys. I have 2 AZ and 1 volume backend on each AZ. My goal is when 1 volume was created from the AZ then user cannot change it to another volume type on a different AZ. Thank you. Nguyen Huu Khoi
