[manila][ptg] No IRC meetings on 21st and 28th Oct 2021

Hi Zorillas, Since we'll be at the PTG [1], we'll skip the IRC meeting [2] on the 21st of Oct; and since a number of us may be taking some time off the week after, we'll skip that weekly occurrence (28th Oct) as well.
