OpenStack Xena is officially released!

The official OpenStack Xena release announcement has been sent out: http://lists.openstack.org/pipermail/openstack-announce/2021-October/002056.... Thanks to all who were a part of the Xena development cycle! This marks the official opening of the releases repo for Yoga, and freezes are now lifted. Xena is now a fully normal stable branch, and the normal stable policy now applies. Thanks!
