I just summary for who looking this information likes me

My problem can be addressed via cinder active-active. It will work if a cinder driver supports it.

This is an example for CEPH and Koll-Ansible as Openstack Deployment tool.

/etc/kolla/config/cinder.conf
[DEFAULT]
cluster = ceph

/etc/kolla/globals.yml
enable_redis: "yes"

cinder-manage update_host from @Tobias Urdin will be helpful if we change cinder-volume service to another host when we want to replace or change storage nodes.

Cinder-volume host-group may help you this case , all cinder-volume service will expose same service hostname instead of cinder node’s hostname, you should check reference best practice of  tripleO deployment for cinder-volume e.g. https://access.redhat.com/solutions/3524681
