[goals][upgrade-checkers] Week R-14 Update

There has not been much progress since the R-16 update [1] let's assume because of the holiday break. There is a new trove patch which replaces the placeholder check with a real upgrade check [2]. I have left comments on that review. I am not sure if that is due to some new changes in trove which require the upgrade check, or if this is just something that has always been needed when upgrading trove.
