First of all welcome :) It's great to see You want to contribute to the Neutron project.

I think that the documentation [1] and [2] are good places to start. There is also documentation about Neutron internals [3].

Regarding communication and asking questions, the best for that is our IRC channel #openstack-neutron @OFTC.


Regarding development environmnet, devstack [4] is good tool to use to deploy openstack in the VM and start playing with it.
