A quick grep (well, ack) through /usr/local/share/kolla-ansible showed
me this:

ansible/roles/baremetal/defaults/main.yml
10:docker_apt_package: "docker-ce"
19:docker_yum_package: "docker-ce"

So I would say try changing that variable in your globals.yml and see if
that does the trick.
