[blazar] Project channel and weekly meeting moving to OFTC

      Hello,

Like the rest of the OpenStack community, Blazar is moving to the OFTC
network, still using the #openstack-blazar channel. Please join us
over there.

The bi-weekly meeting will also be on the OFTC network, still in
#openstack-meeting-alt for now.
