TestNetworkBasicOps:test_subnet_details intermittently fails with "cat: can't open '/var/run/udhcpc..pid': No such file or directory" (https://bugs.launchpad.net/neutron/+bug/1813198) => mriedem added extra logs to tempest (https://review.openstack.org/633225), let's see how that helps debugging.
neutron functional tests break with oslo.utils 3.39.1 and above (https://bugs.launchpad.net/neutron/+bug/1812922) => oslo.utils patch is on its way, in requirements the wrong oslo.utils versions were blacklisted.
