[horizon][dashboard] Disable admin and identity dashboard panel for user role

Hi,

I’m trying to customise view level of dashboard to users with “User” role in keystone, by that I meant to disable “admin” + “identity” panels for users, but when I’m adding “DISABLED = True” to admin panel, it will disable panel for admin and user roles. Is there any way to disable “admin” & “identity” panels only for user role?
