[all][python3.11][debian][horizon] Debian has python 3.11 as available version

Hi, Debian unstable now has Python 3.11 as available interpreter. Some packages got rebuilt, and we're starting to see failures. Here's the first one that I'm trying to fix: pyscss. https://github.com/Kronuz/pyScss/issues/428 pykafka also fails to build. There's likely a lot more to come.
