[release][qa][requirements][i18n] time to finalize stable branch setup

Hi, All the projects that are enabled in devstack by default have been branched, so it's time to - [requirements]: create branch for 'requirements' to be able to lift the requirements freeze - [qa]: do the necessary QA preparation patches ( https://wiki.openstack.org/wiki/QA/releases <https://wiki.openstack.org/wiki/QA/releases> ) - [i18n]: update the translation tools for the new stable series So I ask the PTLs of these teams to do the above necessary preparation.
