There are other factors at play here that arguably justify this action, but I'd like to posit that failure to put forward a PTL for teams of this nature should not by itself be grounds for de-governance-ification. Cf. the "no placement PTL" thread for discussion of leaderlessness being not only possible but potentially beneficial. efried
