I can't say why it's like that in the Horizon dasboard but from the Neutron API PoV this is allowed by default only for admin users. See https://github.com/openstack/neutron/blob/176b144460570fcf2792a199d2b639b335822f14/neutron/conf/policies/router.py#L117
