[ironic] PTL non-candidacy

As I've mentioned in IRC, and various times throughout the cycle -- I do not intend to run for PTL of Ironic for Dalmation. I encourage Ironic contributors to run for PTL and will gladly offer any assistance to whomever is elected. Thanks, Jay Faulkner Ironic PTL
