Thanks to all who were a part of the 2024.1 Caracal development cycle!

This marks the official opening of the openstack/releases repository for

2024.2 Dalmatian releases, and freezes are now lifted. stable/2024.1 is now 

a fully normal stable branch, and the normal stable policy applies from now on.
