for First error , You can modify code like below and it works.
outfile.write(ts_line.encode('utf-8','surrogatepass'))

For the second error, I can't see the error log. Please check above that you captured.

I try to run a new installation using the local.conf file that you suggest and the installation was not successful. here are additional information about my setup:

- new installation and update ubuntu 18.04.4;

- on vmware workstation, 8Gb RAM, 100G SSD HD, 4 vCPU;

- local file and logs in attachment.

- I used the same steps as described below (add user, download devstack, start the installation, ...)

- before the installation, only the python3.6 was installed:

It occurred two errors (Fie "ERROR ONE AND TWO.txt" in attachment: Here are the description:
1: on the first error, I changed line 98 on file "/opt/stack/devstack/tools/outfilter.py" from "outfile.write(ts_line.encode('utf-8'))" to "outfile.write(ts_line.encode('utf-8','surrogatepass'))". then executed the command ./unstack, ./stack

Created symlink /etc/systemd/system/multi-user.target.wants/memcached.service → /lib/systemd/system/memcached.service.

Yesterday, I checked the master version of tacker using devstack. And It installed well.

I used ubuntu 18.04 and used the master version devstack.
