I think most folks will come from PTL as its an easier path to get votes. So I don't see that as underrepresented.
Getting some diversity of ideas from outside of those from PTL's is probably a good idea for the overall health of OpenStack. What about Users that have never been PTL's? Not developers?

It is already possible for any Foundation member to stand for election to the TC. They do not need to be a "developer" (or even "contributor") according to the election rules. I don't think it's especially likely that someone who isn't a contributor is going to do well in the election for more practical reasons, though. -- Doug
