You are right for Keystone. Though... Yes, Murano has a dependency on it, however, as much as I can see, it still uses Alembic. I'm not sure why it still needs migrate. Maybe because it transitionned to Alembic and still has it in tests? Cheers, Thomas Goirand (zigo)
