It's probably worth clarifying that you don't mean "deprecate" in the sense we use it in OpenStack governance[*] (deleting all content from the master branch of the repository), at least not yet it doesn't sound like, since we'll presumably need to continue being able to fix critical (security vulnerability) bugs in it for at least as long as our other projects haven't completed a migration off of it.
If you do mean following the deprecation process on oslo.service sooner, then we ought to talk through what the logistics of that process would look like in this particular case.
