It was developed by us. The first step to implement this one is the port range support in Neutron; the spec has been accepted, and now we are working to create the patches. Afterwards, we will push this Horizon patch as well.

I'm not Horizon expert so I may be wrong here but I don't think there is 
anything regarding port forwarding support in Horizon currently.
