[Monasca][Masakari][Requirements] Migrate of of oslosphinx

Hello all, This is a heads up to let you know that the requirements team have approved 940215: Drop oslosphinx | https://review.opendev.org/c/openstack/requirements/+/940215 which will mean any changes to Monasca or Masakari that touch a requirements file will fail. The solution is to remove your dependency on oslosphinx, as many projects have done this I expect there is plenty of knowledge in git epos for what needs to be done. In the short term if your gate is blocked you can land a change that switches check-requirements to non-voting -- Yours Tony.
