[tc][freezer][watcher][release][requirement][oslo] projects need to refresh the DPL model for the next cycle

Hi All, As you know, we have five projects (listed below) in the DPL model. As per process[1], we need to reset the DPL model every cycle. The project team either needs to opt-in to the DPL model (refer to the document for exact steps[1]) or plan for the PTL election. 1.
