OVB jobs have been failing on centos-8 based releases promotion jobs since the move to container-tools:3.0.

https://review.opendev.org/c/openstack/diskimage-builder/+/785138 - "Make DIB_DNF_MODULE_STREAMS part of yum element"

and

https://review.opendev.org/c/openstack/tripleo-ci/+/785087 - "Use dib_dnf_module_streams for enabling modules"

patches were added to address the failures.

These patches were tested in https://review.rdoproject.org/r/c/testproject/+/33138 - see passing OVB job https://review.rdoproject.org/zuul/build/6582fb8afa2a44c6a806bb2545a9fadf.

Thanks to Carlos for reviewing the DIB patch. We are looking for a second core review and w+ on this patch to clear the promotion lines.
