[kolla] URGENT to cores - DO NOT MERGE patches

Please DO NOT MERGE any changes until issues mentioned in thread [1] are resolved. The reason is that these cause the crucial jobs to never run. I see we have merged one job without proper testing already. [2] You can see only tox testing ran there.
