[telemetry][panko][ceilometer][aodh][zuul] Replace telemetry-tox-py37 with openstack-python37-jobs

Hi team, I would love to replace telemetry-tox-py37 with openstack-python37-jobs since the only main difference is the nodeset [1]. If you know any reason to keep it that way, please let me know.
