[neutron][core team] (Re)adding Oleg Bondarev to the Neutron core team

      Hi,

I'm glad to announce that I just fast-tracked back Oleg to the Neutron core 
team.
Oleg was Neutron core in the past and now, since few months he is again one of 
the most active Neutron reviewers [1].
Welcome back in the core team Oleg :)
