[tripleo] PTL non-candidacy

Hey folks, The PTL election cycle is upon us. I will not be running again for the TripleO PTL. I think this last cycle has been fairly successful from a stability stand point. We've continued to improve the deployment process and address a decent amount of tech debt. I will still be around in the community, but I think it's time for others to step up.
