[manila] Fw: [nova] boot from volume with root_gb=0 flavors is not allowed now

Some of the jobs in manila gate were booting service VMs with root_gb=0 and got caught by this but were fixed here [1]. That's a devstack plugin fix, so as Mohammed warns, your distribution tests downstream may require their own adjustment. [1] https://review.openstack.org/#/c/637176
