I think you are hitting
https://bugs.launchpad.net/horizon/+bug/1853651.
The bug says WEBROOT needs to be configured.
It was reported against the horizon installation guide on RHEL/CentOS,
but I believe it is a bug on CentOS packaging as a package should work
with the default config provided by the package.
