[qa][refstack][python-tempestconf] adding image

Hi there, I'm wondering if the python-tempestconf team is open to publishing Docker images that contain `python-tempestconf`. This is something that we have a need for downstream but we'd be happy to contribute upstream. The main thing is that we'd need to setup an organization on Docker hub to publish things to.
