[release][heat] missing releases on tarballs.openstack.org

Hi, there are a few tags missing for heat at https://tarballs.openstack.org/heat/ The missing releases are 11.0.1 and 12.0.0rc1 at the least. The cause may be the package name was changed in setup.cfg because it needed to be openstack-heat to be an available name on pypi. (via smcginnis). -- Matthew Thode
