[horizon][ironic][swift][qa] cycle-with-intermediary deliverables without recent release

Hi, Quick reminder that for deliverables following the cycle-with-intermediary model, the release team will use the latest 2024 Dalmatian release available on release week. The following deliverables have done a 2024.2 Dalmatian release, but it was not refreshed in the last two months: * horizon * ironic-inspector * swift * tempest (Note that swift haven't had a release so far in this cycle) You should consider making a new one very soon, so that we don't use an outdated version for the final release.
