[freezer] IRC channel #openstack-freezer has been registered

Hey folks, After ML [1] some folks joined the #openstack-freezer channel on OFTC network, but I asked ppl to leave it since we had to empty the channel and register it accordingly. I'm glad to announce that this process has been completed (huge kudos to Jeremy Stanley (fungi) for helping with that!) and everyone interested in reviving/contributing to the Freezer project are warmly welcome to join the channel.
