I'll go ahead to retire these branches in all puppet-modules.

FYI, currently lint job in stable/queens is broken because of the PE requirement.
I already proposed backport patches to remove that requirement[1], and confirmed these backports fix the job.
So queens job should be ok after we merge them.

I'll still wait to hear any opinions about retirement from other people.
