Jay Bryant is stepping down from the Cinder core security team due to
time constraints.  I am proposing to replace him with Rajat Dhasmana
(whoami-rajat on IRC).  Rajat is has been a cinder core since January
2019 and is a thorough and respected reviewer and developer.
Additionally, he'll extend our time zone coverage so that there will
always be someone available to review/work on security patches around
the clock.

I intend to add Rajat to cinder coresec on Tuesday, 2 June; please
communicate any concerns to me before then.
