[neutron] Hold the rechecks

With the latest Ubuntu jammy kernel released, jobs running with openvswitch/linux bridge are impacted https://bugs.launchpad.net/neutron/+bug/2091990. Almost all branches are impacted, so hold any recheck until it's fixed. Other projects should also be seeing the issue when running such jobs. -- Thanks and Regards Yatin Karel
