Hi folks,

I would like to formally present this proposal: https://review.opendev.org/#/c/725547/

It is largely driven by a desire to produce frequent supported and tested intermediate releases for standalone consumers, as well as address a few minor issues we've found over time. I would like to try applying it to Victoria already.
